4-6 inches of rain in one evening caused College Lake Dam to fill beyond its capacity. Because of the overtopping, about 150 homes were evacuated within three hours. The dam is considered a “high hazard” dam, which means a failure would be catastrophic to the major roads, railway crossings, and homes in the area downstream. The National Weather Service said if complete failure of the dam occurs, "the water depth in Lynchburg could exceed 17 feet in seven minutes."  Crofton responded to a request for emergency services within 72 hours and remained on site for 10 days performing underwater assessment and debris removal. Based on the results of the underwater assessment, crews immediately moved on to clearing debris from the low-level outlet and bringing the sluice gate back to operation. Once the dam was stabilized, the evacuation orders were lifted, and citizens were able to return to their homes.
